The task splits in two. Locating the passage that bears on a question is mechanical and could be done locally; composing the answer is not, because an answer is rarely a sentence that already sits in the document — it is usually several of them combined, or a number read off a table. Returning the nearest-looking paragraph and calling it the answer would present half the job as the whole of it, which is why the tool stops instead.
The entry would permit one file of up to 25 MB, but no file is ever asked for: this explanation stands where the upload area would be, so the contract or report you had ready is never opened.
