Before anything is reformatted the braces are counted, and a sheet whose opening and closing counts disagree is refused with both totals shown — that one check usually finds the typo faster than rereading the file does. Each declaration is then reprinted on its own line with a terminating semicolon added if it was missing, nested at-rules such as @media are indented along with their contents, and quoted strings pass through untouched so a content value survives intact. Properties stay in the order you wrote them: there is no alphabetical sort.
