The first builds a 256-colour palette for the clip you selected, with the statistics gathered from what changes between frames rather than from each frame in isolation; the second maps the video onto that palette using your choice of ordered Bayer dither, Sierra error diffusion, or no dithering at all. Frame rate is capped at 30 and width at 1280, both well below what video manages, because GIF stores every frame as a complete image and the size climbs steeply. A GIF carries no audio, so the sound is always lost, and ten seconds is the default length for a reason.
Both passes run in your browser. A screen recording that happens to show internal tooling or a customer record does not have to be trusted to a GIF-making site.
