The document is checked before it is reformatted, and a mismatched closing tag, an unquoted attribute value, an unterminated comment or more than one top-level element stops the job with the line and column of the fault — you get the location, not a half-indented file. Only once that check passes is the document re-indented at the width you chose. Whitespace between elements is normalised as part of that, so mixed content, where text and child elements share a parent, is reflowed; the output is for reading rather than for byte-for-byte comparison.
